It means that if you want to buy them individually (or even as a whole) the price is going to go up...

I think I could handle the higher individual price, if I'm not paying the whole thing at once. It's not the most economically sensible thing to do, but I don't have the funds to pick it up at once. More options for more people's situation though, potentially. I'm just speculating that they may make that option available.
The books were split out like this for both 40k and Fantasy in the early 90's. When they then released expansions, like for magic/psychic, it was simply another book on the stack.
An interesting point. Perhaps we'll see a larger sleeve (for the set) that has open slots for Cities of Death and the like. :)
