Tau have no affinity for the Warp and the Necrons are in no way connected to the Warp. Tau have a shit time fighting Chaos in fluff, I'd imagine the same for the Necrons, but seeing as Necron Versus Chaos can be an undying, unending swarm fight of tactical genius through the Millenia of the 40k universe based off of fluff and codex stories, necrons wouldn't even need psychic powers, plus, necrons are pretty much living machines.
No psychic powers for Tau or Necrons....
